Where is the protection of otters from the illegal pet trade?

It is out of control right now! 

Over the last 17 years I, Edwin Wiek, founder to he Wildlife Friends Foundation, thought I had seen it all when it is about the wild animal pet trade. The last year however I witnessed something I have never ever seen before in Thailand; the keeping of otters as pets, which is actually against the laws of our country, has gone beyond control. We have been contacted on a weekly bases by people asking us to treat their “pet otters” and in some cases to give refuge to unwanted pet otters. The otters are openly sold on Instagram and Facebook varying in price from just over 50 dollars up to 300 dollars each, some of these illegal wildlife traders (because that is what in fact they are) even present pictures of new born otter babies, to give people the impression they are bred legally in captivity, actually an illegal act anyhow.

We hereby strongly urge authorities to enforce Thailand’s wildlife protection laws and stop the keeping, trade and illegal breeding of otters. It should be easy to go after the people illegally trading as they openly advertise on many social media platforms. Hereunder some of this evidence.

All species of otters found in the wild around the world can not freely be traded internationally as they are listed under appendix 1 and 2 of CITES (Convention on International Trade in Endangered Species). All locally found species of otters in Thailand are listed as protected wildlife under Thai legislation, which prohibits hunting, possession and trade.

ตลอด 17 ปีที่ผ่านมา ผมเอ็ดวิน วีค ผู้ก่อตั้งมูลนิธิเพื่อนสัตว์ป่าได้ประสบกับปัญหาและรับรู้เรื่องราวในทุกแง่มุมของธุรกิจการค้าสัตว์ป่าในประเทศไทย จนกระทั่งเมื่อปีที่ผ่านมาผมได้รับรู้ถึงเรื่องราวที่ไม่เคยเกิดขึ้นมาก่อน นั่นคือการซื้อ-ขายตัวนากเป็นสัตว์เลี้ยงซึ่งถือว่าเป็นการกระทำที่ขัดต่อกฎหมายและแทบจะเป็นไปไม่ได้ที่จะควบคุม
ทางมูลนิธิได้รับการติดต่อจากเจ้าของเพื่อที่จะนำนากที่เขาเลี้ยงไว้มารักษาที่โรงพยาบาลสัตว์ป่าของเราในทุกๆอาทิตย์ ยิ่งไปกว่านั้น ในกรณีที่เจ้าของไม่ต้องการมันอีกต่อไปแล้ว เขาก็พร้อมที่จะทิ้งพวกมันไว้ให้เราดูแลโดยที่ไม่คำนึงถึงผลกระทบที่ตามมาใดๆทั้งสิ้น
ปัจจุบันตลาดการซื้อ-ขายนากสามารถพบเห็นได้ทั่วไปในสื่อสังคมออนไลน์ ราคาเริ่มต้นตั้งแต่ 50 – 300 ดอลล่า หรือประมาณ 1,800 – 10,800 บาทต่อตัว ผู้ค้าสัตว์ป่าเหล่านี้ได้พยายามเผยแพร่ภาพของนากเด็กวัยแรกเกิดขณะที่พวกมันในกรงเพียงเพื่อต้องการให้ผู้ซื้อเข้าใจว่าพวกมันถูกเพาะพันธุ์ขึ้นมาอย่างถูกกฎหมาย ซึ่งในความจริงนั้นไม่ใช่เลย
เราในฐานะผู้พิทักษ์สัตว์ป่าร้องขอให้ทางการเริ่มผลักดันกฎหมายคุ้มครองสัตว์ป่าอย่างจริงจังมากขึ้น เพื่อที่จะหยุดยั้งการครอบครอง,ซื้อ-ขาย และเพาะพันธุ์ตัวนากอย่างผิดกฎหมาย จากที่กล่าวมามันคงไม่ใช่เรื่องยากอะไรหากทางการต้องการที่จะจับกุมบุคคลเหล่านี้เนื่องจากการกระทำดังกล่าวนั้นได้เกิดอย่างเปิดเผยได้สื่อสังคมออนไลน์
นากไม่ว่าสายพันธุ์ใดที่สามารถพบได้ในป่าตามธรรมชาติบนโลกนี้ไม่สามารถถูกซื้อ-ขายได้ ทั้งในระดับประเทศและระหว่างประเทศ เนื่องจากพวกมันถูกบรรจุอยู่ในภาคผนวกที่ 1 และ 2 ของอนุสัญญาว่าด้วยการค้าระหว่างประเทศ ซึ่งชนิดสัตว์ป่าและพืชป่าที่ใกล้จะศูนย์พันธุ์ (CITES) ดังนั้นนากทุกสายพันธุ์ที่สามารถพบได้ในไทยก็ถือว่าถูกคุ้มครองอยู่ในกฎหมายดังกล่าวด้วย การล่า,ครอบครองและซื้อ-ขายนากจึงถือว่าเป็นการกระทำที่ขัดต่อกฎหมายในทุกๆกรณี
