Illegal wildlife found and tigers gone missing at the tiger temple

Over the past 8 weeks many stories were published about the tiger temple in the international and local Thai media. Many people have written to the WFFT over these last weeks as some media coverage in English might have been unclear or incomplete. In reply to the many people that have written through Facebook and emails we try to sum up the events over the last few weeks till date;

In the first week of February 2015 wildlife officials raided the tiger temple after they received complaints about the illegal trade in protected wild animals. In complaints by wildlife protection and animal welfare NGO’s it mentioned that dozens of hornbills, jackals and bears were illegally kept at the temple. During the first day of the raid, with a court order, 48 hornbills and 2 jackals were found. On the first day these wild animals were not taken away as authorities were not prepared for a quick confiscation. On the second day of the raid, when authorities wanted to remove the above mentioned wild animals, the jackals had mysteriously disappeared. DNP officials started to remove the hornbills and were several times stopped by temple staff and monks, trying to destroy moving cages.

After several days DNP and police did not charge anyone with illegal possession, booking the illegal wild animals as “wildlife without owner”. Instead of enforcing the law, the abbot of the temple was let off as he is a religious person. This loophole in the law is often used when illegal wildlife is kept or traded by monks, politicians or influential people.

Within the second week accusations of animal abuse (against the tigers) were received by authorities and an investigation started. Within just a few days these accusations were ruled untrue and DNP and police retreated, saying all was well at the temple. NGO’s in and outside Thailand protested to no avail. It seemed the case was closed.

In the last week of March 2015 however 3 Asiatic black bears were found in the tiger temple and the chief veterinarian of the tiger temple set up a press conference, where he accused the tiger temple of trafficking 3 tigers away from the temple to a foreign country. The temple’s management denied these accusations.

On April 1st the DNP, military and police tried to get access to the tiger temple to check on all tigers and their microchips as agreed upon earlier by all parties. Temple staff and monks locked all gates and cages, refusing entrance to all officials. A meeting that was set up at Kanchanaburi’s provincial house was boycotted by the tiger temple who refused to cooperate with authorities.

On April 2nd the DNP, military and police applied for a court order to search the premises of the tiger temple, accusing the temple of illegally keeping protect bears and the disappearance of at least 3 tigers. At noon they were still trying to get access to all tigers at the temple.

ALL tigers at the temple have been conficasted by the DNP in 2003 and are officially not property of the tiger temple, who merely “take care” of the tigers on behalf of the DNP. The authorities have threatened to remove all tigers from the tiger temple if they do not cooperate.

บานปลายไปกันใหญ่ วัดป่าหลวงตาบัวที่กาญจนบุรี ปิดประตูเกาะเสือ ไม่ยอมให้คณะของรองอธิบดีกรมอุทยานฯ เข้าไปตรวจไมโครชิปเสือของกลาง 146 ตัว ทั้งที่นัดหมายกันไว้แล้ว เตรียมขอหมายศาลเข้าตรวจค้น และอาจมีการย้ายเสือทั้งหมดไปดูแลเอง

เมื่อวันที่ 1 เม.ย.58 นายอดิศร นุชดำรงค์ รองอธิบดีกรมอุทยานแห่งชาติสัตว์ป่าและพันธุ์พืช ได้นำเจ้าหน้าที่หน่วยงานที่เกี่ยวข้อง พร้อมด้วย สพ.ญ.ศิรินทิพย์ เข็มทอง สัตวแพทย์ประจำสำนักอนุรักษ์สัตว์ป่า ร่วมสนธิกำลังกับ พ.ต.อ.บัณฑิต ม่วงสุขำ ผกก.สภ.ไทรโยค ร.ต.กล้า แหวนเครือ ผู้บังคับการควบคุมกรมทหารราบที่ 29 กองพลทหารราบที่ 9 เดินทางไปที่วัดป่าหลวงตามหาบัว ญาณสัมปันโน หมู่ 5 ต.สิงห์ อ.ไทรโยค จ.กาญจนบุรี เพื่อให้ทีมสัตวแพทย์ ตรวจสแกนไมโครชิปเสือของกลางทั้งหมด 146 ตัว เพื่อตรวจสอบข้อเท็จจริงว่า มีเสือหายตามที่นายสัตวแพทย์สมชัย วิเศษมงคลชัย นายสัตวแพทย์ผู้ดูแลเสือของกลาง ออกมาให้ข่าวกับสื่อมวลชนหรือไม่

ทั้งนี้ ก่อนจะเดินทางมา เจ้าหน้าที่กรมอุทยานฯ ได้นัดหมายกับเจ้าหน้าที่ของวัดเอาไว้แล้วก่อนหน้านี้ แต่เมื่อมาถึงกลับไม่มีใครเป็นผู้นำพาเข้าไป ทำให้คณะเจ้าหน้าที่ไม่สามารถเข้าไปตรวจสอบเสือที่เกาะเสือ ได้แค่ยืนปรึกษาหารือกันที่บริเวณประตูทางเข้าเกาะเสือ โดยที่เสือทั้งหมดยังคงอยู่ภายในซึ่งมีการล็อกประตูเอาไว้อย่างแน่นหนา
นายอดิศร เปิดเผยว่า ก่อนเดินทางมา ได้ประสานงานกับเจ้าหน้าที่ของวัดเอาไว้ล่วงหน้าแล้วว่า จะเข้ามาตรวจสอบเสือ และสแกนไมโครชิป กรณีที่มีข่าวว่าเสือหาย และจะทำการตรวจสอบไมโครชิปของเสือทั้งหมดที่มีอยู่จำนวน 146 ตัว ให้แล้วเสร็จในวันนี้ แต่ปรากฏว่าไม่ได้รับความร่วมมือใดๆ จากเจ้าหน้าที่ของทางวัดเลย รวมทั้งเจ้าหน้าที่มูลนิธิก็ไม่มีใครออกมาพบแม้แต่คนเดียว จากข้อมูลที่ได้รับมาคือเจ้าหน้าที่ของวัดได้นัดหมายกับเราไว้แล้ว แต่อ้างว่าวันนี้ติดภารกิจ ในเมื่อเป็นเช่นนี้ เราก็คงจะให้เวลาสักระยะหนึ่งก่อน แต่ถ้าทางวัดยังไม่ให้ความร่วมมือ คงต้องให้เจ้าหน้าที่กรมอุทยานฯ ไปขออนุมัติหมายค้น เพื่อเข้าตรวจค้นอีกครั้งหนึ่ง

“จุดประสงค์ที่มา นอกจากต้องการตรวจสอบไมโครชิปที่มีข่าวว่าเสือหายไปแล้ว ยังจะตรวจสอบไมโครชิปของเสือทั้งหมด เพื่อมิให้ทางวัดคิดว่าเป็นการกลั่นแกล้ง ซึ่งการตรวจไมโครชิป เราจะใช้คณะสัตวแพทย์ของกรมอุทยานฯ ทั้งหมด เนื่องจากนายสัตวแพทย์สมชัย ที่เคยดูแลได้ลาออกไปแล้ว จึงเป็นหน้าที่ของเราโดยตรง”

ส่นกรณีที่ต้องมีการขนย้ายเสือออกจากวัด หากจะต้องย้ายจริง กรมอุทยานฯ ก็จะขนย้ายไปดูแลที่สถานีเพาะเลี้ยงสัตว์ป่าเขาประทับช้าง และสถานีเพาะเลี้ยงสัตว์ป่าเขาสน จ.ราชบุรี ซึ่งได้เตรียมสถานที่ด้วยการสร้างกรงเสือเอาไว้รองรับแล้วประมาณ 50 กรง แต่จะต้องใช้เวลาในการขนย้ายพอสมควร สำหรับผู้ที่ดูแลเสือจะเป็นเจ้าหน้าที่ของกรมอุทยานฯ ทั้งหมด รวมทั้งจะทุ่มกำลังสัตวแพทย์เข้ามาดูแลไปพร้อมๆ กันด้วย แต่ถ้ายังไม่พอก็จำเป็นที่จะต้องจ้างผู้ที่มีความเชี่ยวชาญการเลี้ยงดูเสือมาเพิ่ม หรือหากมีจิตอาสาที่เคยดูแลเสือของกลางที่วัด ถ้าต้องการจะไปดูแลเสือร่วมกับเจ้าหน้าที่กรมอุทยานฯ เราก็พร้อมที่จะให้เข้าร่วมด้วย

อย่างไรก็ตาม ในช่วงนี้ หากศาลอนุมัติหมายค้น เพื่อให้เจ้าหน้าที่เข้าไปตรวจค้นและสแกนไมโครชิปของเสือทุกตัว ระหว่างที่เจ้าหน้าที่กำลังปฏิบัติหน้าที่ ทางวัดจะต้องไม่นำเสือออกมาให้บริการแก่นักท่องเที่ยวอย่างเด็ดขาด จนกว่าจะปฏิบัติหน้าที่แล้วเสร็จ

ผู้สื่อข่าวรายงานว่า คณะเจ้าหน้าที่กรมอุทยานแห่งชาติฯ ได้เดินทางกลับมาที่ศาลากลางจังหวัดกาญจนบุรี เพื่อร่วมประชุมกับ นายวันชัย โอสุคนธ์ทิพย์ ผวจ.กาญจนบุรี สำนักพุทธศาสนา จ.กาญจนบุรี ทสจ.กาญจนบุรี และหน่วยราชการที่เกี่ยวข้อง โดยที่ประชุมได้ข้อสรุปว่า จังหวัดกาญจนบุรีต้องการให้มีการพูดคุยเพื่อหาทางออก แต่ทางวัดต้องให้ความร่วมมือ ภายใต้การดำเนินการตามระเบียบของกรมอุทยานฯ แต่หากไม่ให้ความร่วมมือ ก็ให้กรมอุทยานฯ และส่วนราชการที่เกี่ยวข้องดำเนินการย้ายของกลางออกจากวัดไปดูแลเอง โดยกรมอุทยานฯ จะเร่งตั้งงบประมาณและเตรียมสถานที่เพื่อดูแลเสือทั้งหมดต่อไป
